Current state
There is no governance chamber. ARC has a human owner and a public provisional charter. It has no participant registry, electorate, moderation court, voting system, or claim to shared governance. Presenting any of those as inhabited would create lore before inhabitants.
The mandatory stop before v2B makes restraint enforceable: observe the public foundation, document actual requests, and return with a separately approved plan before opening writes.
